    Q. What are the payment terms?

    All the services we provide are subject to our standard Terms & Conditions. As part of our construction inspection Melbourne, we offer a reasonable level of support to assist you. If for whatever reason a greater level of support is required, this may incur additional charges.

    We email you a copy of your tax invoice on the same day as we take the booking, and our standard terms require that payment is made prior to the inspection to confirm the booking. If for any reason you are unable to pay on time, we will not release the report until the overdue account has been settled.

    The inspection price lists above are based on a single storey 3-bedroom home of up to (300m2), or a double storey 4-bedroom home of up to (450m2). Homes larger than this will need to be quoted individually. We reserve the right to change (increase or decrease) our pricing as we deem necessary, however current customers and quotations will remain valid until all inspections are completed.

    Q. Are your inspectors licensed?

    The legislation is very different in everystate, there is no such definition, the courts and tribunal define an expert as someone who by virtue of experience or qualifications has specialised knowledge in the area. There is no requirement to be registered or accredited if giving an expert report.

    All of our building and pest inspectors are qualified builders, building surveyors, licensed carpenters who have been operating in the industry for over 20 years.

    Our inspectors also have timber pest certifications and their own professional indemnity and public liability insurances.

    Q. Can I be present at the inspection

    We welcome owners and buyers to be present at the time of inspection, although we ask that you leave the inspector to carry out their inspection and wait to ask your questions at the end. This allows the inspector to concentrate solely on assessing the property to deliver a non-bias report. We also follow a specific routine which ensures no area of the property is missed.

    Q. How long does the inspection take?

    A typical combined building and pest inspection will take between one to two hours. Usually 1 hour of inspection and another hour to complete the report depending on how many defects were found and the general condition of the property.

    Q. When will I receive my report?

    You will receive your report within 4 hours from the completion of your inspection. Please note that payment must be received prior to the inspection, as we cannot complete the report before payment is received.

    Q. What equipment is used by the inspector?

    Your Inspector will carry a ladder, torch, Tramex ME5 moisture meter, FLIR C5 Thermal Imaging Camera and Termatrac T3i Scanner to your inspection.

    Please be aware that the moisture meter is only used when visual evidence of moisture is identified by your inspector. The same protocol is followed for the use of the thermal sensor, which is also only required when visual evidence of pest activity is identified. Only images and readings of defects will generally be included in the report.

    Q. Who do I contact to discuss my report?

    We encourage you to speak with the building inspector who conducted your inspection. That way you’re dealing with the person who has first-hand knowledge of the property you’re buying. They will talk you through any sections of the report you are unsure about.

    Once you have read the report in its entirety, please contact the office on 1300 000 442 and request for a call back from your inspector. We will always endeavour to return your call as soon as possible, however the inspector might be halfway through an inspection and will call you as soon as practical.

    Q. Can the Builder deny access to the property to conduct inspections during new home construction?

    Provided that you hold a Domestic Building Contract with your builder, the builder cannot deny you access to your property to have an independent inspection conducted.

    Please note that if you give the builder more than two working days’ notice of your requirement to enter the home, the builder MUST open the dwelling under the “Domestic Building Contracts Act 1995”, part 2 section 19 (Victoria). You can lodge a complaint with the DBDRV if they refuse. In other words, if the builder has been notified, then he or she must open the dwelling.

    Domestic Building Contracts Act 1995 Act No. 91/1995 Part 2—Provisions that Apply to all Domestic Building Contracts Access to building site (1) A builder must permit the building owner (or a person authorised by the building owner) to have reasonable access to the building site and to view any part of the building works. Penalty: 20 penalty units.

    Q. Why Your Builder Has a Contractual Obligations To Rectify The Items Identified Within our Report.

    Your builder must satisfy you as the Owner and the party with whom they have entered into a legally binding Building Contract with, that all of the items that we have identified on your behalf and detailed within the following Schedule of Building Defects for you, have been fully rectified and/or otherwise justified as complying with the requirements of the National Construction Code/Building Code of Australia (NCC/BCA), the relevant Australian Standards, your plans, both engineering and architectural, your specification and to within the limits of the Victorian Building Authority’s Guide to Standards & Tolerances, for them to meet their obligations under their Building Contract and the Domestic Building Contracts Act, for which they rely on for you as the Owner to pay them their contract price. Via both your Building Contract and the Domestic Building Contracts Act your builder gives you a number of warranties (promises), which in part state: the builder warrants that the work will be carried out in a proper and workmanlike manner and in accordance with the plans and specifications set out in the contract; and ii. the builder warrants that the work will be carried out in accordance with, and will comply with, all laws and legal requirements including, without limiting the generality of this warranty, the Building Act and the regulations made under that Act. iii. the builder warrants that the work will be carried out with reasonable care and skill and will be completed by the date (or within the period) specified by the contract. These warranties mean that your builder has a contractual obligation to rectify or otherwise fully/further justify all of the identified items that breach any of your plans, your specification, the NCC/BCA and all of the Australian Standards adopted by being referenced within it; and must do so in a proper workmanlike manner with reasonable care and skill. Further, in determining if rectification of any other defect is required, any item that is not covered by the above documents should also be addressed if its breach is covered by the Victorian Building Authority’s Guide to Standards & Tolerances or any other Australian Standards guide.

    Please note that if you give the builder more than two working days’ notice of your requirement to enter the home, the builder MUST open the dwelling under the “Domestic Building Contracts Act 1995”, part 2 section 19 (Victoria). You can lodge a complaint with the DBDRV if they refuse. In other words, if the builder has been notified, then he or she must open the dwelling.

    Q. Don’t Be Fooled By Any Assertion From Your Builder That If The Works Have Been Approved By The Building Surveyor.

    Under Their Direction That They Then Meet Your Builders Contractual Obligations Of Your Contract On occasion a builder may try to represent to you that because the surveyor under their direction has approved a stage of works then they do not need to address any additional items identified within this report, however this is not true as the building surveyor only operated under and ensures compliance with the Building Act, NOT the Domestic Building Contracts Act or your Building Contract, to which they are not a signatory. Any such representation would only be from someone that is grossly ill-informed or blatantly attempting to mislead you! So while the building surveyor does play a vital regulatory role in the process of your homes construction, they are not the final advocate on its quality or its compliance with your Building Contract and the Domestic Building Contracts Act. Of great significance, you should note that on the completion of your homes construction the building surveyor will issue an Occupancy Permit, however what most people are never made aware of is that Section 46 Effects of Occupancy Permits, of the Building Act, clearly states that:- ‘An Occupancy permit is not evidence that the building or part of a building to which it applies complies with this Act or the Building Regulations’, so there is very little or no protection for you from the surveyors role, other than knowing your home complies with its minimum regulatory requirements. IMPORTANTLY – Nowhere in the Building Act does it state that a surveyors approval overrides compliance with the Domestic Building Contracts Act, and vice versa, and for that matter your legally binding Building Contract, so a builder has a regulatory obligation to comply with the Building Act and equally a contractual obligation to comply with the Domestic Building Contracts Act, meaning they must comply with BOTH.

    Please note that if you give the builder more than two working days’ notice of your requirement to enter the home, the builder MUST open the dwelling under the “Domestic Building Contracts Act 1995”, part 2 section 19 (Victoria).
